He imprisoned his sister and his brother-in-law because it was predicated way before that because of his bad deeds, the eighth son of her sister, Devaki, would kill him. He had killed seven of the children of her sister, but eight was the incarnation of Lord Vishnu, and he was somehow saved and taken to Gokul.
The fort of Kansa is the symbol of his authority and power, and it is the same fort where he tried to kill Lord Krishna many times. The final fight between Krishna and Kansa happened in the same fort, where Krishna defeated and killed the demon Kansa and saved the lives of the people of the village.
